Mobile Telecoms Deep-Dive Organisation Redesign

Building a strong, sustainable regional network to enable the commercial ambitions to be realised.

The Challenge
In the difficult market of an emerging economy, a mobile telecoms company had been investing heavily to ensure it could compete successfully.  However, an independent assessment was needed of the Network organisation, which manages the base stations across the country, in order to identify the best organisational model that would meet its strategic objectives.

The Approach

The organisation resourced two consultants, an organisation change expert from ER Consultants and a technical-based consultant. For the Discovery Phase of the project these consultants critiqued how the current operating model was being delivered and reviewed the effectiveness of the current operating model .

This was achieved by investigating two regions, working with the Regional Managers, and the central Network Management Team.  This phase built up an understanding of the structure, process, people and technical quality of the regions, and the quality of how Head Office interfaced with the regions – both Central Networks, and the support functions.  They then assessed the regions against 6 specified success criteria.

Taking the results of the Discovery Phase, the consultants facilitated sessions with Head Office and Regional Managers to design the organisation for the Regions, and define how it would interface with Head Office. The Design Phase proposed a range of changes needed in each of the stages of Plan, Build and Run that ensured the Centre was appropriately connected to the Regions, and that the Regions had a consistent structure and management processes, with sufficient resources to manage the growth in the Network.

The Results
The consultants created a clear proposal for a redesigned Regional and Central Network structure and processes, with new roles, and new ways of working with the support functions. The proposal included an outline Transition Plan that mapped the key stages of the design’s implementation through the following year.
