What are framework agreements, and what benefits do they offer? By producing, effectively, a short-list of approved suppliers from a very large group of applicants, Buying Solutions has made choosing suppliers much easier. Framework agreements have been devised to help quality assure the procurement process by evaluating potential suppliers according to strict criteria. We were selected by BS based on our competence, professionalism, and ability to provide the Services in an efficient and cost effective manner. Frameworks are also specific to defined service areas which helps clients focus on suppliers who are most relevant to their needs.
ER Consultants have shown that we are capable of delivering the services defined by Buying Solutions (BS) in specific service areas (lots). These framework agreements also provide clients with a robust set of standard terms and conditions for use with suppliers that further reduce the time and effort clients have to spend in ensuring common understanding of how the contractual relationship will work. At the same time, the Ts&Cs can be tailored to fit each client.
The frameworks operate for a specific period of years, after which we are required to enter another round of demonstrating our worth to become approved once more. So there is no fear that approved suppliers become complacent!
Continuously since 2003, ER Consultants has held a number of framework agreements. At present we are approved with BS on two service areas:
- Lot 16, Management & Leadership
- Lot 17, Organisational Development.
For those clients who are seeking new suppliers or who want to engage a provider with minimum fuss, using a framework agreement may be the answer. The procurement process is considerably simpler and foreshortened, without losing any of the necessary assurances of meeting European and UK purchasing standards.

How can I access services through framework agreements? With regards to the BS framework, the process is clearly set out on the Buying Solutions website. Basically, if you believe that ER Consultants meets your needs in terms of the issues you are trying to address, you can contract directly with ER Consultants, with no further bidding activity or expensive evaluation procedures. This applies to the DCSF framework too, and if required we can put you in touch with the Procurement contacts there to learn more about it.
You may of course wish to obtain competitive bids, in which case you need to define a specification and invite a number of approved framework providers to submit their proposals, evaluate them and then decide.

What services does ER Consultants offer under framework agreements? Bearing in mind that ER Consultants facilitates, develops and enables client personnel to do things for themselves, most of our service areas are covered by these frameworks. Our Learning & Development services focus on:

- Developing Organisations, by defining future competency requirements; designing/delivering development programmes and infrastructure to build up behaviours and skills in line with vision, values and required culture; developing leadership capability; enabling clients and their partners to work together better; building stakeholder management capability; enabling managers and leaders to better engage their employees in continuous improvement.
- Assessing Executive level leaders, to check their fit with new roles, changing priorities, broader perspectives – using a multi-dimensional approach that is robust and fair; assessing teams for their cohesion and flair; contributing to succession planning processes.
- Developing Executives and Senior leaders, to take a corporate perspective, focusing them on organisation goals and outcomes; develop and coach their talent; align their staff with changing priorities and pressures; take and implement better decisions; value personal coaching and learning.
- Building Performance management capability, by developing understanding of reward and recognition strategies; enabling managers to apply a mix of levers to achieve performance and culture changes; developing ability to define realistic performance measures; building assertiveness and skill in tackling poor performance.
We find that these services are conducted most effectively through joint working, sound relationships and transparent operations. Our services are offered in a range of ways from one-off events to substantial programmes. We provide the number and quality of personnel the client needs for the task, and aim to create client capability rather than dependency.
